New (at least to me) circular antenna arrays on cell towers

I've seen some circular arrays of panel antennas on some cell towers. Instead of the usual 3 face arrangement, the panels are arranged in a circle around the tower. Length of panels seems to indicate 850 mHz but that's not a certainty. Anyone have any information on who is using this arrangement.

My guess is that this arrangement may be "smart" antennas that are designed to increase capacity of CDMA systems in particular. That would point towards VZ if these antennas are indeed 850 mHz.
